United State Postal Service (USPS) Update

In late December 2025, the USPS announced changes to postmarks that could impact tax filings in 2026. While the USPS postmark will still show the date of the first automated processing operation, the postmark may no longer reflect the date when the piece of mail was dropped off at a local post office. This change can directly impact time-sensitive documents such as tax returns and payments.
Steps to take to avoid penalties, interest and for last-minute filing and payment options:
File and pay electronically
The most reliable method to ensure that RITA receives a return or payment on time is to submit them electronically using:
MyAccount - RITA offers MyAccount as an easy and secure online tool for taxpayers to file and pay their municipal income tax. MyAccount not only provides electronic filing and payment options, but also the ability to enroll in electronic billing, send secure messages to RITA, and upload requested documents to RITA.
FastFile and FastPay- For taxpayers who prefer the convenience of online tools without the creation of an online account, RITA’s FastFile and FastPay offer more of a “guest checkout” experience. No login or password required.
Drop off in person
RITA offers taxpayers drop-boxes in Brecksville, Cleveland Heights, Mentor, Worthington, Youngstown and Xenia.
If taxpayers choose to continue to mail tax forms and payments, what can they do to avoid the possibility of late filing or late payment penalty?
USPS will continue to add manual postmarks upon request at their offices. This USPS guidance assures the public that these manual postmarks will align with the date that USPS first takes possession of the mail. RITA encourages taxpayers who mail their returns and tax payments to mail those items earlier than they typically would to ensure timely delivery.
